The Update Explained
YouTube. Just introduced self-certification timestamps over the coming weeks. You’ll see timestamps with the yellow icon explaining the decision. No more guessing with clear time stamps you can see exactly which part of your content caused the issue. whether it’s the video content title or thumbnail now.
This is really great but,’s not perfect to use this feature self-certify your videos using the questionnaire during upload videos not rated via this questionnaire won’t see these timestamps note this self-certification is only available on desktop so if you want this detail is not available for mobile uploads

The Downside
The content that YouTube flagged and then resubmit it for another appeal I don’t understand why not you can’t trim parts out in YouTube Studio or change the title or thumbnail to resolve the issue the yellow icon remains.
Future Update
Looking into offering a feature that lets you edit and resubmit, but it’s not available right now, still this level of transparency from YouTube and this new update is huge and a great step in the right direction.
